Orka class: the Netherlands’ expeditionary submarine from the Barracuda family

The Netherlands has contracted Naval Group for four conventionally powered expeditionary submarines: Orka, Zwaardvis, Barracuda and Tijgerhaai. The 2024 agreement launched replacement of the Walrus class. The design belongs to the Barracuda family, but it is not a French nuclear submarine with the reactor removed; propulsion, energy and mission architecture must be engineered around conventional power.

Expeditionary rather than coastal

The Royal Netherlands Navy requires long transits, high autonomy and operations in the North Atlantic, Caribbean and beyond. That differs from a small Baltic boat. Range is created by fuel, batteries, stores, maintenance access and crew endurance. Exact dimensions, displacement and endurance have not been fully released.

Sensors, weapons and special forces

Missions include anti-submarine and anti-surface warfare, intelligence and special operations. Torpedoes, mines and long-range effects are credible core requirements, but exact magazine and sonar fit remain protected. French Suffren-class data cannot responsibly be copied across to Orka.

French-Dutch industry

Naval Group leads design and construction in Cherbourg, while Dutch companies and institutes participate through a long-term industrial plan. Nevesbu is working on complex subsystems. The central question is whether the Netherlands retains enough design, integration and support knowledge to operate the class sovereignly for decades.

Schedule and transition

The first two boats are intended within ten years of contract signature. Walrus capability must survive while crews move to a new system. Submarine programmes are vulnerable to design change and supply-chain bottlenecks; a political schedule is not a technically guaranteed delivery date.

Orka combines French design breadth with Dutch experience in long-range conventional submarine operations. Strategic value depends on range, quiet propulsion and national support functioning together. It should be described neither as a small Suffren nor as an off-the-shelf boat—it is a customer-specific development programme.
