Why the United States needs a new bomber
America’s bomber force combines three very different aircraft. The B-52 offers range, payload and endurance but not a modern penetration signature. The B-1B is fast and conventionally useful, yet is approaching retirement. The B-2 can enter heavily defended airspace, but its fleet is small and costly to maintain.
The B-21 is intended to close the gap between range, survivability and available fleet size. It is designed for opponents that combine networked radars, mobile surface-to-air missiles, electronic warfare, space-based surveillance and long-range fighters.
Flying wing and low observability

Testing production-representative aircraft
The test approach is deliberately different from a one-off technology demonstrator. In July 2026 the Department of the Air Force said B-21 production capacity would increase by 25 per cent. The effort uses $4.5 billion from fiscal-year 2025 reconciliation funding to reinforce suppliers, tooling and facilities.
Low-rate initial production is not full-rate manufacture. Early lots stabilise processes and deliver operational aircraft while testing continues. Discoveries can still require modifications to aircraft already in build.
Ellsworth in 2027
Ellsworth AFB in South Dakota is the first main operating base. The Air Force says aircraft will be on the ramp there in 2027. By July 2026 it had accepted a $161 million low-observable restoration facility and an $81 million wash and general-maintenance hangar, part of roughly $2 billion in construction.
These buildings are operational capability. Stealth aircraft require controlled environments, precise surface work, secure areas and specialised planning. Readiness will depend on hangars, trained people, spares and software as much as the airframe.
